Selectmen's Minutes
January 11, 2010
Present: Jim Trudell, Elaine Sherry, Steve Moscicki, Donna Clark, Celine Presby

6:00 pm Chairman Trudell called the meeting to order.
Manifests & Invoices:
The manifests for Dec 31st and Jan 11th were authorized and new invoices for future payment were reviewed and initialed.
Treasurer's Report:
- The Treasurer's Report was read showing a balance of $71,775.81 in the WGSB checking account, $179,205.73 in the NHPDIP fund, and $6,292.93 in the Laconia Bank savings account. Moscicki motioned to approve the Treasurer's report as written, 2nd by Sherry, so voted all.
- Treasurer Presby provided tentative amortization schedules from WGSB for the proposed land purchase financing.
Meeting Minutes:
Minutes for Jan 4th were reviewed. Moscicki motioned to approve the minutes as written, 2nd by Sherry, so voted all.
Correspondence:
- Legislative Bulletin #3 and the Jan 2010 Town & City Magazine were distributed to the Board. Several upcoming House Bills important to municipalities were discussed.
- DuBois & King, the engineering firm responsible for the Dodge Pond Dam, announced they will be donating $10,000 of engineering services to a NH and VT municipality each year for the next five years and provided information on how to apply.
- The NH Office of Energy & Planning announced they will be holding workshops for the Energy Efficiency & Conservation Block Grant program.
- An introductory letter from Trumbull & Associates, Inc - Real Estate Appraisers, Consultants & Municipal Assessors will be kept on file for future reference.
Old Business:
- Per the Selectmen's request, Stanley Borkowski has agreed to be the Town's Health Officer if the position is funded at Town Meeting.
- Clark reported on the Warrant Article and Budget Preparation workshop she attended.
- Work continued on the 2010 budget and warrant articles.
- Trudell will be unavailable for meetings from Feb 27th through Mar 9th.
New Business:
- The annual Dodge Pond Family & Friends Day will be held Saturday, Mar 13th, from 11:00 am to 2:00 pm. Food, beverages, winter activities, dog sleds, a fire and the annual "penguin plunge" will be included. There is no cost to attend.
- Andrea Fitzgerald of the Lisbon Historical Society will meet with the Selectmen next week to discuss preserving the old stage curtain stored at the Lyman Grange Hall.
- Phil Clark will attend the Jan 23rd Moderators Workshop in Concord.
- Lyman's Selectmen are scheduled to meet with the Lisbon and Landaff Boards Jan 25th at 6:00 pm in Lisbon regarding the 2010 Fire Support and Recycling budgets. Lyman's regular Selectmen's meeting will be held from 4:30 pm - 5:30 pm that evening.
Guests:
Lisa Linowes, Bruce Beane and Al Gombas met with the Board to review the information that will be presented at the Jan 19th Land Purchase Information Meeting. Press releases and letters to Lyman voters are in the works. Clark will contact town counsel for assistance with preparing the warrant article(s) to present to the voters for the purchase and the easement.
Sherry motioned to adjourn the meeting at 9:00 pm, 2nd by Trudell, so voted all.
The next regular meeting is scheduled for Monday, Jan 18th, at 6:00 pm.
