Selectmen's Minutes
February 1, 2010
Present: Jim Trudell, Elaine Sherry, Steve Moscicki, Donna Clark, Celine Presby
6:00pm Chairman Trudell called the meeting to order.
Manifests & Invoices:
The manifest for Feb 1st was authorized and new invoices for future payment were reviewed and initialed.
Treasurer's Report:
The Treasurer's Report was read showing a balance of $70,402.56 in the WGSB checking account, $179,231.87 in the NHPDIP fund, and $6,294.51 in the Laconia Bank savings account. Moscicki motioned to approve the Treasurer's report as written, 2nd by Sherry, so voted all.
Committee Reports & Needs:
As requested by Town Clerk Carol Messner, Chairman Trudell signed 5-year registrations for all town vehicles.
Meeting Minutes:
Minutes for Jan 25th were reviewed. Trudell motioned to approve the minutes as written, 2nd by Moscicki, so voted all.
Audience Participation:
Perry Williams addressed the Board regarding a Minimum Impact Expedited Wetlands Permit application he submitted to the Town Clerk on Jan 20th. The Conservation Commission met to review it on Jan 25th and decided not to approve it but to send a letter to the NH Dept of Environmental Services which automatically adds 45 days to the processing time. Per DES regulations, Town Clerk Carol Messner is waiting for the Conservation Commission's letter in order to mail it along with the application. Mr. Williams asked the Selectmen if they could inquire as to why this is taking so long as he has done all the required paperwork and wants to install two culverts and build just one house on a large property, but will pursue subdividing the land into multiple house lots if necessary.
Correspondence:
- Legislative Bulletin #6 was distributed to the Board.
- A letter from Grafton County Forester David Falkenham regarding the proposed Town Forest was read and will be part of the presentation at the Feb 2nd Bond Hearing.
- Raymond Burton's Executive Council Report #2 focusing on the NH Dept of Safety was reviewed.
- North Country Council is hosting a Broadband Meeting Feb 10th at the Maplewood Country Club. Clark or one of the Selectmen will attend.
- Ammonoosuc Conservation Trust is working with a local landowner on a conservation project and requested information about that property.
Old Business:
- Trudell reported on the Jan 30th site walk of the proposed Town Forest property and his conversation last Friday with Rebecca Brown of Ammonoosuc Conservation Trust regarding conservation easements.
- The Bond Hearing for the proposed land purchase is scheduled for Feb 2nd at 7:00 pm.
- The Selectmen reviewed quotes for a generator and outdoor lighting, and did a final review of the budget and warrant articles. Revenue and expenditure figures for fire support and recycling agreed to at last week's meeting with the Lisbon and Landaff Boards were also included in the budget.
New Business:
- A petition warrant article was received Jan 27th from Frank Shaw. It had the required number of voter signatures and was submitted within the legal time limit so will appear on the 2010 warrant.
- The Board reviewed and signed an agreement with Commerford Nieder Perkins to revise acreages in the assessing system to match the new maps before they do the annual pick-ups or start on the 2010 valuation update.
- Anonymous landowners have offered to care for Mitchell Park in 2010, so that line in the budget has been reduced.
Moscicki motioned to adjourn the meeting at 8:10 pm, 2nd by Trudell, so voted all.
The next regular meeting is scheduled for Monday, Feb 8th, at 6:00 pm.
