Selectmen's Minutes
March 29, 2010
Present: Jim Trudell, Elaine Sherry, Steve Moscicki, Donna Clark
6:00 pm Chairman Trudell called the meeting to order.
Manifests & Invoices:
The manifest for Mar 29th was authorized and new invoices for future payment were reviewed and initialed.
Non-Public:
Moscicki made a motion to enter non-public session per RSA 91-A:3, II(d) to discuss real estate, 2nd by Trudell, all in favor by roll call vote. Resumed public session. Moscicki made a motion to seal the minutes of the non-public session, 2nd by Trudell, so voted all.
Committee Reports & Needs:
- Clark updated the Board on highway department issues on Tom Smith's behalf. The 10-wheeler is back in service. Ray Lobdell filed for an extension on the Pettyboro Rd wetlands permit application as NH Dept of Environmental Services has more questions about the culvert replacement. The Board approved Smith's request for a vacation day. Trudell and Smith will attend a UNH T2 Gravel Road Maintenance course in Dover Apr 8th.
- David Simpson's Zoning Board of Adjustment oath of office paper was signed.
- The Board reviewed and signed a Timber Tax Warrant and Certification and an Excavation Tax Warrant.
Meeting Minutes:
Minutes for Mar 22nd were reviewed. Moscicki motioned to approve the minutes as written, 2nd by Sherry, so voted all.
Correspondence:
- Legislative Bulletin #14 was distributed to the Board.
- LGC reported that last week's hearing on controversial proposed stream crossing rules had so many people testifying that it was continued to Apr 1st.
- A letter from Senator Gregg congratulating Sherry on her re-election, a letter from Cartographic Associates outlining their services and current relationship with the Town, an invitation to join the NH Health Officers Association, and an announcement for NH Community Development Finance Authority's Apr 28th Municipal Energy Reduction Fund Information Session were received.
Old Business:
- Arrangements are being made with PSNH for the installation of the street light at the Route 302 & Lyman Road intersection.
- Trudell reported on the Mar 24th Cemetery Committee meeting. The cemeteries were toured with a contractor interested in mowing, however, the committee will contact Larry Jackson to inquire if he is interested in continuing to maintain the cemeteries for 2010.
- Clark reported on the Mar 25th Joint Loss Management Committee meeting. Tim Parsons from Local Government Center did a presentation on the responsibilities of the Safety Committee and also updated members on the Slice of Life Program which is included in the employees' health insurance.
New Business:
- Blue trash bags are available at no cost at the Town Hall for roadside litter cleanup. Once filled, they can be left at the side of the road for pick-up by the highway crew. They are not to be used for household trash.
- The Board reviewed the updated NH Bureau of Emergency Communications E-911 maps and signed the Acceptance Letter and Data Release Agreement.
Moscicki motioned to adjourn the meeting at 7:45 pm, 2nd by Sherry, so voted all.
The next regular meeting is scheduled for Monday, Apr 5th, at 6:00 pm.
