Selectmen's Minutes
April 12, 2010

6:00 pm Chairman Trudell called the meeting to order.
Manifests & Invoices:
The manifest for Apr 12th was authorized and new invoices for future payment were reviewed and initialed.
Treasurer's Report:
The Treasurer's Report was read showing a balance of $65,041.90 in the WGSB checking account, $54,296.60 in the NHPDIP fund, and $6,295.90 in the Laconia Bank savings account. Trudell motioned to approve the Treasurer's report as written, 2nd by Sherry, so voted all.
Committee Reports & Needs:
- Clark updated the Board on highway department issues on Tom Smith's behalf. Smith has been getting prices and samples of ledge pack material; ground asphalt is not readily available for purchase; the 2,000 yds of gravel stockpiled from 2009 will be used on Under the Mountain and Moulton Hill Roads; Ray Lobdell will be contacted regarding the Pettyboro Road culvert status; roads are being graded; road weight limit signs will be down by the end of week, and additional speed limit signs will be posted as needed. Trudell reported that the Gravel Road Maintenance class he and Smith attended was very beneficial and the information they learned will make Lyman's roads even better. A discussion about allowing the Road Agent to take the one-ton truck home will be continued at the next meeting with the full Board in attendance.
- A purchase order for Southworth-Milton for $1310.48 for scarifiers for the grader was approved.
- The Board reviewed and signed a Timber Tax Warrant and Certifications.
Permits and Applications:

- Intent to Cut for W. Woodland Trust for Map 219 Lot 069
Meeting Minutes:
Minutes for Apr 5th were reviewed. Sherry motioned to approve the minutes as written, 2nd by Trudell, so voted all.
Correspondence:
- The April 2010 Town & City magazine and 2010 Legislative Bulletin #16 were distributed to the Board.
- Announcements were received for the NH Road Agents Mountain of Demonstrations May 27th in Gilford; a NH Public Works Mutual Aid Program Apr 27th in Lancaster; Primex's Annual Conference May 12th-13th at the Mt Washington Hotel; and North Country Council's Quarterly Meeting Apr 21st at the Franconia Town Hall which Clark will attend.
- State Representative Rusty Bulis responded to the Selectmen's recent letter regarding SB 492, the Pole Tax Exemption bill, and confirmed he will be voting in opposition to the bill. Bulis also noted that he stresses the importance of the "Betterment Fund' whenever an opportunity arises as that is the funding mechanism for un-numbered state roads. He tried to have a line item included in the new ten-year highway plan but was unsuccessful.
- A memo from Senator Gallus regarding Greenhouse Gas Emissions Fund Grants was read.
Old Business:
- Clark reminded the Board that next week's meeting with a representative from the Dept of Revenue and the Town's assessor will start at 5:00 pm.
- Trudell reported that he met with PSNH and the streetlight should be installed at the Lyman Road & Route 302 intersection by the end of next week.
- Charles Hochmuth will begin the Town Hall's roofing and siding projects in late May.
Public Appointments/Comments:
The Selectmen met with Andrea Fitzgerald, Dot Wiggins and Cary Clark to discuss the loan of the painted curtain advertising about 20 Lisbon businesses to the Lisbon Area Historical Society, as approved at Town Meeting. The Historical Society, as a non-profit, can apply for grants to have this historically significant curtain conserved and properly stored until its future safe display. Chris Hadsel of Curtains Without Borders estimates that it will cost several thousand dollars and many volunteer hours to complete the restoration work. Based on the curtain's scene of balloons and musicians, Ms. Hadsel believes this was created as a "party curtain" rather than a "stage curtain". The agreement between the Town of Lyman and the Lisbon Area Historical Society will refer to this arrangement as a "permanent loan", transferring custodial responsibility for the curtain to them, but the Town of Lyman will be able to borrow it back for occasional display once it is restored.
New Business:
- The Board reviewed and signed the 2009 MS-5 Annual Financial Report recently completed by Town auditors Plodzik & Sanderson.
- A letter from John Dawson advised that Sellers & Company is no longer the architect of record for the Ogontz Hall project, they have been replaced by Frank J Barrett of Barrett Architecture.
Sherry motioned to adjourn the meeting at 7:20 pm, 2nd by Trudell, so voted all.
The next regular meeting is scheduled for Monday, Apr 19th, at 5:00 pm.
