Selectmen's Minutes
April 19, 2010
Present: Jim Trudell, Elaine Sherry, Steve Moscicki, Donna Clark
5:00 pm Chairman Trudell called the meeting to order.
Manifests & Invoices:
The manifest for Apr 19th was authorized and new invoices for future payment were reviewed and initialed.
Public Appointments/Comments:
The Selectmen met with Josephine Belville who has taken over as the NH Dept of Revenue's field monitor for the Town. She discussed the new arrangement and explained the Assessment Review Process that will take place this year. Assessor Phil Bodwell of Commerford Neider Perkins also joined the conversation to review the requirements for the 2010 statistical update his company will be performing to bring assessment values back to 100% of fair market value. After Ms. Belville left the meeting, Mr. Bodwell reviewed an abatement application with the Board. Per his recommendation, the Selectmen granted a 2009 property tax abatement to Christopher & Karen Cate for Map 232 Lot 025.
Treasurer's Report:
The Treasurer's Report was read by Clark showing a balance of $61,233.50 in the WGSB checking account, $54,314.26 in the NHPDIP fund, and $6,296.43 in the Laconia Bank savings account. Moscicki motioned to approve the Treasurer's report as written, 2nd by Sherry, so voted all.
Committee Reports & Needs:
Clark updated the Board on highway department issues on Tom Smith's behalf. The new CAT backhoe arrived today and a purchase order for Ossipee Auto Parts for $3,495 for stinger blades for the grader was approved. Information from Local Government Center regarding the road agent taking the one-ton truck home was reviewed but no decision was made.
Permits and Applications:
The following was approved:
- Veteran's Credit for Matthew Metcalf for Map 217 Lot 015
Meeting Minutes:
Minutes for Apr 12th were reviewed. Trudell motioned to approve the minutes as written, 2nd by Sherry, so voted all.
Correspondence:
- Legislative Bulletin #17 was distributed to the Board.
- Announcements were received for LGC's Discipline & Discharge workshops May 6th in Plymouth or Sept 22nd in Concord, and annual seminars for Trustees of Trust Funds at various dates and locations throughout the state.
- North Country Council's Regional Transportation Plan and Coordinated Transit Plan and the UNH Stormwater Center's 2009 Biannual Report were also received.
Old Business:
- Moscicki signed the Town's 2009 MS-5 Annual Financial Report.
- A Road Policy meeting will be scheduled for May 12th at 6:00 pm if Planning Board members are available that evening.
- Trudell will introduce Tom Joyce from Northern Community Investment Corp (NCIC) to the Zoning Board of Adjustment at their Apr 22nd meeting. Mr. Joyce is working to bring high-speed internet service to Lyman though a network of Wireless LINC towers which will require a height variance.
New Business:
- A letter will be sent to a Bobbin Mill Road property owner who appears to be building a house rather than the shed previously permitted.
- A Cemetery Committee meeting is scheduled for Apr 21st at 6:00 pm.
Trudell motioned to adjourn the meeting at 6:50 pm, 2nd by Moscicki, so voted all.
The next regular meeting is scheduled for Monday, Apr 26th, at 6:00 pm.
