Selectmen's Minutes
April 26, 2010
Present: Jim Trudell, Elaine Sherry, Steve Moscicki, Donna Clark, Celine Presby
6:00 pm Chairman Trudell called the meeting to order.
Manifests & Invoices:
The manifest for Apr 26th was authorized and new invoices for future payment were reviewed and initialed.
Treasurer's Report:
- The Treasurer's Report was read showing a balance of $59,098.83 in the WGSB checking account, $54,314.26 in the NHPDIP fund, and $6,296.43 in the Laconia Bank savings account. Moscicki motioned to approve the Treasurer's report as written, 2nd by Sherry, so voted all.
- The new 2010 CAT Backhoe was delivered April 19, 2010. Moscicki made a motion to transfer $74,995 from the Highway Equipment Capital Reserve Fund to the General Fund to cover the cost of the backhoe, 2nd by Trudell, so voted all. The Board signed a letter authorizing the Trustees of the Trust Funds to coordinate the transfer of the funds with Treasurer Presby.
- The Selectmen authorized Presby to arrange for a $400,000 Tax Anticipation Note from WGSB.
Committee Reports & Needs:
- Clark updated the Board on highway department issues on Tom Smith's behalf. Under the Mountain Rd is being graveled. Don Beattie has sand available in Bath at $4.00/yd loaded and Smith suggests getting 1,000 yds to restock to last year's level. A purchase order for TAC-2 Communications for $620.39 for a radio for the backhoe was approved. The topic of the road agent taking the one-ton truck home was discussed further but no decision will be made until Smith meets with the Board May 10th.
- Chairman Trudell signed the backhoe registration.
- The Board reviewed and signed a timber tax warrant and certification.

- Building Permit for Alpheus Aldrich for a new house for Map 215 Lot 008
- Building Permit for Perry & Janet Williams for a new house for Map 210 Lot 008
- Building Permit for Robert & Deborah Cornacchioli for garage addition for Map 210 Lot 013 - variance granted by ZBA
- Application for Current Use for Jason & Melissa Lyndes for Map 215 Lot 115
- Application for Current Use for Teresa Hurley for Map 206 Lot 013
- Application for Current Use for Joseph & Teresa Hurley for Map 206 Lot 007
Meeting Minutes:
Minutes for Apr 19th were reviewed. Moscicki motioned to approve the minutes as written, 2nd by Trudell, so voted all.
Correspondence:
- Legislative Bulletin #18 was distributed to the Board.
- A Littleton ZBA Notice of Decision advising two PSNH special exemptions were approved, a NH Dept of Health & Human Services reminder about Lyme Disease precautions, and a Dept of Revenue Community Action Report were also received.
- Public Service of NH provided "Plan Before You Plant" posters showing what trees should be planted in the area of power lines to avoid future power outages and safety hazards.
Old Business:
- The Board approved a 2009 property tax refund for an abatement granted last week.
- The next Selectmen's meeting will be held May 10th as they are starting their bi-weekly meeting schedule.
- Clark reported on North Country Council's Apr 21st Quarterly Meeting.
- The next Road Policy Committee meeting is planned for May 12th at 6:00 pm.
- Trudell reported that the streetlight recently installed on the Lyman Road will be moved to a pole set closer to Route 302 and replaced with a brighter light.
- Tom Joyce from Northern Community Investment Corp (NCIC) attended the Apr 22nd Zoning Board of Adjustment meeting to introduce himself and inquire about the process necessary to bring high-speed internet service to Lyman. They indicated a variance will not be necessary as the network is made up of two or three Wireless LINC radio antennas.
New Business:
- The Board reviewed and signed purchase orders to Charles Hochmuth Construction for $8,500.00 to replace half the main roof on the Town Hall and $3,700.00 to install vinyl siding on the front of the Town Hall.
- Forest Fire Warden Brett Presby advised that the Lisbon Fire Dept and Twin State Mutual Aid were called to a brush fire Saturday. An official warning was issued and the expenses will be billed to the person starting the fire as it was not permitted or under control.
- Zoning violation letters will be sent to a Pettyboro Rd property owner and a Moulton Hill Rd property owner for building without a permit.
Moscicki motioned to adjourn the meeting at 7:40 pm, 2nd by Trudell, so voted all.
The next regular meeting is scheduled for Monday, May 10th, at 6:00 pm.
