Selectmen's Minutes
June 6, 2010
Present: Jim Trudell, Elaine Sherry, Steve Moscicki, Donna Clark, Celine Presby
6:00 pm Chairman Trudell called the meeting to order.
Manifests & Invoices:
The manifest for June 7th was authorized and new invoices for future payment were reviewed and initialed.
Treasurer's Report:
- The Treasurer's Report was read showing a balance of $128,357.66 in the WGSB checking account, $29,325.09 in the NHPDIP fund, and $6,296.95 in the Laconia Bank savings account and $250,000.00 in the TAN. Moscicki motioned to approve the Treasurer's report as written, 2nd by Trudell, so voted all.
- Paperwork was signed authorizing the Treasurer and Trustees of the Trust Funds to transfer $61,000 from the General Fund into the Capital Reserve Funds as approved at Town Meeting.
Committee Reports & Needs:
- Clark updated the Board on highway department issues on Tom Smith's behalf. Smith and Scott Stuart will attend UNH T2 grader training June 8th & 9th in Twin Mountain; Stuart's request for vacation time was approved; a letter will be drafted to a Wilderness Acres Rd property owner regarding beavers that are plugging up a culvert that may result in damage to a Town road; and the Take Home Vehicle Use Agreement between the Road Agent Smith and the Board was signed.
- In response to a question of how dog fines are enforced, Town Clerk Carol Messner advised that letters are sent and the owners must pay the costs at the time they register their dogs.
Permits and Applications:
A Building Permit for Ronald & Tammy Stanford for a new home for Map 210 Lot 022 is on hold pending NH Dept of Environmental Services' Comprehensive Shoreland Protection Act approval.
Meeting Minutes:
Minutes for May 24th were reviewed. Moscicki motioned to approve the minutes as written, 2nd by Tudell, so voted all.

Old Business:
- The Selectmen reviewed updated information on the status of the three Internet antennas proposed for the Town of Lyman. The Zoning Board of Adjustment has scheduled use variance hearings for them on June 22nd at 6:30 pm.
- Clark reported on new information she learned at a recent Dept of Labor workshop.
- Clark confirmed that the Town adopted RSA 31:105 to indemnify employees and officers on June 13, 2005.
- Ogontz Camp's owner was advised that people attending events cannot park their vehicles on Ogontz Rd.
- Roofing and siding on the Town Hall will not begin until July.
New Business:
- The Board reviewed all current veterans' credit applications and tax exempt properties as part of the assessment review process.
- A complaint about trash drawing rodents to a Quebec Rd property will be referred to the Health Officer.
- The Board reviewed and approved a draft of the Lisbon Area Historical Society's curtain loan agreement.
- Dept of Revenue monitor Josephine Bellville and Phil Bodwell of CNP will be here June 9th to work with Clark on the Town's 2010 assessment review and valuation update. A press release regarding the valuation update was sent to three local papers and individual letters will be sent to the owners of properties that will be inspected by either of them.
Moscicki motioned to adjourn the meeting at 7:30 pm, 2nd by Sherry, so voted all.
The next regular meeting is scheduled for Monday, June 21st, at 6:00 pm.
