SELECTMEN'S MINUTES December 30, 2022 Present: Bruce Beane, Wendy Ho-Sing-Loy, Tom Smith, Donna Clark, Heather Torres- AA Chairman Beane called the meeting to order at 9:30 am. Manifests & Invoices: The manifests for Dec 12, 19, 20, 26, and Jan 29 were authorized and new invoices for future payment were reviewed and initialed. Treasurer's Report: The Treasurer's Report was read showing a balance of $24,065.75 in the WGSB checking account and $50,000 in the NOW account and $355,263.57 in the WGSB Insured Cash Sweep (ICS) account. Smith motioned to approve the Treasurer's report as given, 2nd by Beane, all voted in favor. Meeting Minutes: Minutes for Dec 19 were reviewed. Beane motioned to approve, 2nd by Ho-Sing-Loy, all voted in favor. Committee/Department Reports & Needs: Clark reported on the Trust Funds transfer of Road Material Capital Reserve funds to the Town's General Fund to reimburse cost of 2022 crushing of gravel at town pit. * Potential Impending increases of the Transfer Station costs were discussed. The Board agreed to put increase the Transfer Station budget to fund potential increase and costs. Permits & Applications: The Following were approved: * Intent to Cut for Robert and Kristine Brooks for Map 241 Lot 001 * Intent to Cut for James Neil for Map 237 Lot 004,5,6,7, and 8 * Pistol Permit for Joseph Hurley Old Business: The 2023 Wage and Benefits agreements were signed. * Budget Hearing date is scheduled for Feb 7, 2023. * Annual Town Audit is scheduled for Feb. 1,2,3 2023. * Review of current overtime policy to be revisited at next meeting. * Board referred correspondence about Hicks property to Zoning Regulations on the Town website. * Lisbon school payments for 2023 $78,948 were reviewed. *The schedule of District Budget Hearings and Annual meetings was reviewed. * Lyman special one-time Bridge payment of $30,227.38 was reported on. New Business: Harry Burgess to attend next Selectmen's meeting to discuss a Timber Tax bill. * Board discussed a dog incident that took place in which a sheep was injured. Mike Slavtcheff has addressed incident. * Ho-Sing -Loy to purchase a new cabinet to replace broken cabinet in AA office. * Beane reported on his visit with Clark to Mountain Meadows. The Board will discuss when they can meet with MMOA and Beane will contact Town Council for direction. Beane motioned to adjourn the meeting at 10:40 am, 2nd by Ho-Sing-Loy, all voted in favor. The next regular meeting is scheduled for Monday, January 9, at 6:00 pm.
