A meeting was held with the Board of Selectmen from the Town of Lisbon at the Lisbon Rail Road Station on 11-21-2022 @ 6P.M.

Meeting was opened by the Chairman of Lisbon Board of Selectmen at 6P.M.

Present from the Lyman Board of Selectmen:  Bruce Beane; Tom Smith, Jim Trudell- Advisor

     The cost of the operation of the Transfer Station was discussed in length.  There is no anticipated need for any new equipment at this time and there is are no anticipated major repairs to be done to the        buildings or equipment.  

      The estimated increase in the expense to operate the Transfer Station in 20223 will be 2.83%.  We will be responsible for 21%  of the 2023 estimated cost operate of $233,000.00.  The addition of                approved an improved septic system was discussed and Selectman Smith offered to do the design work for Lisbon, Pro Bono if they move forward with the project.  Beane discussed the difficultiescreated for our town when there is a motor vehicle problem in Lyman and the Emergency personnel come to the scene to take care of injured persons or to put out fire hazards.  The Town of Lyman has apolicy where we pay the bill for the work they and Lyman bills the person involved for reimbursement.  WE ARE UNABLE TO FORWARD THESE BILLS BECAUSE OF PRIVACY PROTECTION OF THE PERSON INVOLVED.  We therefore are footing the expense for the problems of people perhaps from not our town. The Ambulance people have the needed information.The Wrecker company has the needed information.The Lisbon Fire Department has the needed information.The Town OF LYMAN IS NOT ALLOWED BY LAW TO HAVE THE INFORMATION SO THEY CAN FORWARD THE BILLS TO THE PEOPLE INVOLVED BECAUSE OF PRIVACY.  The Lisbon Board of Selectmen said they will look into the problem and advise us of their decision regarding payment. The Lyman portion of the Lisbon Meeting was closed at 6:45pm. THE SELECTMEN'S MEETING AT THE LISBON RAILROAD STATION ON 11-21-2022  RESUMEDAT THE LYMAN TOWN HALL AT 65 PARKER HILL ROAD LYMAN, N.H. 03585 Meeting Re-opened at 7:05P.M. Present:  Bruce Beane- Chairman  Tom Smith- Selectmen Jim Trudell- Advisor  The Town Budget was discussed and several items were voted on by the Selectmen.  The board votes to have Trudell advise Tom Smith (Highway Superintendent) to go forward with ordering a new Caterpillar Loader for the Highway Department.  The loader will be to replace the  existing loader for the (A 1997 Fiat Hitachi).  The decision about trading the old machine in will be made when it arrive. All voted in favor of purchasing the new CAT loader.   The Board also voted in favor to pay off Lyman's only long term debt which is the Bond being held for the rebuilding of the Dodge Pond Dam.  Our town will be debt free once this is done. All voted in favor of paying off this bond note.   The new tax rate has been established at $19.45/ thousand.   Beane made a motion to adjourn; 2nd by Smith Meeting Adjourned at 8:00P.M.
